Hon. Fatma Bakari Barayan
Board Chairperson
Hon. Fatma Bakari Barayan is the Non-Executive Chairperson of the Youth Enterprise Development Fund Board. She is an Advocate of the High Court of Kenya with a Bachelors of Law (LLB) from the University of Nairobi and a Diploma in Law from the Kenya School of Law. Hon. Barayan is the proprietor of Barayan and Associates, a law firm based in Mombasa and is founder of Fatma Barayan Foundation which champions the interest of youth, women and persons living with disabilities. She is a member of Federation of Women Lawyers in Kenya (FIDA). Hon. Barayan is a passionate advocate of youth empowerment issues. She has offered pro bono legal advice and representation to youth in Mombasa, especially those in the transport industry.

CPA. Benedict Atavachi
Secretary to the Board and Ag. Chief Executive Officer
Mr. Benedict Atavachi is the Acting Chief Executive Officer of the Youth Enterprise Development Fund. He holds an MBA (Finance option) and a Bachelor of Commerce (Accounts) from the University of Nairobi. He is a Certified Public Accountant, CPA (K) and has attended numerous short courses in finance, accounting, risk management, leadership and corporate governance. Mr. Atavachi has over 20 years’ experience in accounts and financial management. He previously worked at the Kenya Utalii College.

Hon. Jacobs Fikirini
Principal Secretary, State Department for Youth Affairs and the Creative Economy
Mr. Fikirini Jacobs Katoi Kahindi serves as Principal Secretary in the State Department for Youth Affairs and Creative Economy, Ministry of Youth Affairs, Creative Economy and Sports, having been appointed on 17th April 2025. He brings extensive experience in youth leadership, public administration, and development planning to his oversight of Kenya’s youth empowerment initiatives including the Youth Enterprise Development Fund.
Mr. Fikirini holds a Bachelor of Arts in Philosophy from Pwani University, where he served as President of the Pwani University Students’ Association where he championed student welfare initiatives and administrative reforms. He previously studied at Maasai Mara University, where he served as Deputy President of the Students Organization.
Prior to his current appointment, Mr. Fikirini served as Director of the Governor’s Service Delivery Unit in Kilifi County, where he oversaw implementation of the County Integrated Development Plan, coordinated service delivery mechanisms, and ensured alignment between development objectives and community needs. This experience equipped him with practical knowledge of development planning, public service delivery, and multi-stakeholder coordination. His background in youth leadership includes extensive work in motivating young people to participate in public affairs and nation-building initiatives.

Dir. Kennedy Kimuyu
Member of the Board
Mr. Kennedy Kimuyu is the Director, Administration in the State Department for Youth Affairs and Creative Economy, Ministry of Youth Affairs, Creative Economy and Sports. He holds a Masters in Business Administration (MBA) with a specialization in Strategic Management and Bachelor of Arts (Government) degree from the University of Nairobi. He has undertaken various leadership, professional and performanceimprovement courses including Contemporary Public Administration Management course from Galilee International Management Institute, Israel and Strategic Leadership Development Programme from Kenya School of Government among others. Mr. Kimuyu is a seasoned public service professional with over 28 years of distinguished experience, backed by a wealth of expertise in public administration and strategic management. He has worked in various MDAs with the recent deployment prior to his current posting being the Director, Administration in the State Departments for Economic Planning, SD for ASALs and Regional Development; andearlier as Director, Corporate Services/Central Facilitation Services at the Office of the Director of Public Prosecutions. Mr Kimuyu who is variedly skilled is committed to achieving organizational goals through strategic vision and effective management practices
Dir. Josephine Achunga Oyombe
Member of the Board
Ms. Josephine Oyombe chairs the Strategy and Business Development Committee of the Board. She holds Master’s degree in International Trade & Investments Law from the University of Nairobi, and a Diploma in Law from the Kenya School of Law. She is an Advocate of the High Court of Kenya and a Certified Company Secretary.
Ms. Oyombe has vast experience in Litigation & Alternate Dispute Resolution, Corporate and Commercial Law, Conveyancing, and Intellectual Property, Trial Advocacy, Patent applications and Climate change law. Prior to her current role, she served as the Legal Services Manager at the Kenya Film Commission from Sep. 2018 to Sept. 2021 where she managed legal affairs and influenced strategic decision-making. Ms. Oyombe has contributed to corporate law, litigation, and intellectual property. She is an active member of the Law Society of Kenya, FIDA Kenya, and Associate Chartered Institute of Arbitrators (CIARB).
Dir. Symon A. Almaida
Member of the Board
Mr. Symon Ayabei Almaida chairs the Finance and Resource Mobilization Committee of the Board.
He has a Higher Diploma from the Bartek Institute and a Diploma in Co-operatives Management. Mr. Almaida is passionate about social, community and economic development issues and is actively engaged in youth and community empowerment programmes such as reforestation and sustainable development.
Dir. Caroline Wambui Njue
Member of the Board
Caroline Njue is a seasoned Non-Executive Director, Audit and Strategy Committee Chair, and public sector transaction advisory professional with over 15 years’ experience in governance, procurement oversight, legal compliance, risk management, and value-for-money assurance across government, donor-funded, and private-sector institutions.
She currently serves as a Non-Executive Director at the Youth Enterprise Development Fund, where she chaired the Audit Committee (2023–2025) and currently chairs the Strategy and Business Development Committee (2025). In these roles, Caroline provides independent oversight on financial integrity, audit outcomes, enterprise risk management, institutional performance, and strategic alignment, supporting the Board in strengthening governance and accountability.
Professionally, Caroline has overall responsibility for procurement within a multi-donor funded Programme operating at national and county levels, working closely with government institutions to deliver compliant, high-impact outcomes at scale. In this capacity, she oversees complex, multi-stakeholder procurement portfolios and ensures alignment with Government of Kenya frameworks and development partner requirements, while strengthening procurement governance and delivery across national and devolved government structures.
Caroline brings deep expertise in public finance governance, procurement law, and complex transaction oversight, having acted as a Lead Public Procurement Advisor and Transaction Agent on high-value public sector transactions exceeding KES 11 billion, including the disposal of strategic real estate assets to the Government of Kenya. She has extensive experience engaging with boards, accounting officers, auditors, regulators, development partners, and financial institutions, and is particularly valued for her independence of thought, analytical rigor, and calm judgment in high-stakes decision-making.
Caroline holds a Master of Science in Procurement and Logistics and a Master of Laws [LLM], strengthening her contribution at the intersection of governance, procurement regulation, and contract law. She is a licensed Supplies Practitioner and Disposal Agent and a certified Monitoring and Evaluation professional. Her practice is anchored in integrity, strategic foresight, and a strong commitment to ethical leadership and institutional sustainability.
Dir. James Sitieney
Representing the Inspector of State Corporations
Mr. James Sitieney holds a Master of Arts in Public Policy and Administration (MPPA) from Kenyatta University; A Bachelor’s degree in Economics and Business from the University of Nairobi, Senior Management Course from Kenya School of Government and is a member of the Kenya Association for Public Administration and Management (KAPAM). He also possesses a Certificate in Leadership and Policy Implementation from ESAMI; Effective Audit and Oversight (Institute of Directors); and Computer Application and Proficiency from African Institute of Research and Development Studies.
He has a wealth of hands-on experience in corporate governance, leadership and policy implementation; In addition, he has worked in various departments and agencies in the public for over twenty-five years.
Dir. Jacinta Atemba Makokha
Member of the Board
Ms. Jacinta Atemba Makokha a Master of Science Degree in Urban Development Planning from the University of London, a Bachelors of Arts Degree in Sociology and Government from the University of Nairobi, and certificates in Peace Building, Conflict Management, and Reconciliation from institutions in the USA. She is a seasoned Gender, Development, and Peacebuilding Strategist, currently leading efforts against Violence Against Women and Girls (VAWG) and promoting Gender Mainstreaming for the REINVENT, a programme by the United Kingdom’s Foreign and Commonwealth Development Office in Kenya. With a career spanning 35-years, she has collaborated with various stakeholders, including NGOs, faith-based groups, and International Development Agencies, integrating gender and inclusivity perspectives in Kenya and beyond. A seasoned strategist, Ms. Makokha’s expertise has greatly influenced program design, implementation, and leadership for prevention and response mechanisms. She has worked in Kenya, South Sudan and Pakistan.
Dir. David M. Wambete
Alternate to the Cabinet Secretary – the National Treasury and Economic Planning
Mr. Wambete holds a Masters’ degree in Economic Policy Management from Makerere University and a Bachelors’ degree in Economics from Moi University. He has a Certificate in Project Appraisal and Risk Management from Duke Centre for International Development (USA). He has undertaken numerous short professional courses within and outside Kenya, including: Policy, programmes and project management; Results based monitoring and evaluation; Transboundary resources management; Quality management systems; Performance management; Urban planning for developing countries; and Senior management course. He is pursuing a course in accounting.
Mr. Wambete is currently a Principal Finance Officer in the National Treasury and has previously worked as a District Development Officer where he oversaw programmes and projects implementation in areas such as Constituency Development (under the Constituency Development Fund), poverty eradication (under the Poverty Eradication Commission), Millennium Development Goals, and HIV/AIDS management among others.
Dir. Daniel K. Mutai
Member of the Board
Mr. Daniel Kiplagat Mutai holds a Bachelor’s Degree in Education from Egerton University and a Diploma in Education from Kenya Science Teachers College. Mr. Mutai is passionate about youth issues and has mentored hundreds of youth some of them occupying prominent positions in leadership in Kenya. He has a wealth of experience in facilitating youth to set career and lifelong goals.

CPA. Mumia Koroti
Member of the Board
CPA Mumia Koroti, is a seasoned finance and governance professional with over 28 years of experience across public and private sector institutions. He has held senior leadership roles in accounting, finance management, project financing, financial modelling, syndicated financing, and stakeholder relations. His expertise extends to board governance, risk management, and environmental, social, and governance measurement and disclosure. He currently serves as Chief Finance Officer at Kwale International Sugar Company Limited and is a Non-Executive Director at the Kakamega County Investment and Development Agency. Director Koroti previously held senior finance positions at South Nyanza Sugar Company, New Kenya Cooperative Creameries, Firestone East Africa, and Kenindia Assurance Company. He holds a Master of Business Administration in Finance from the University of Nairobi, a Bachelor of Arts in Economics from Moi University, and is a Certified Public Accountant of Kenya and a Member of the Institute of Directors Kenya.

Dir. Abdullulahi Hussein
Member of the Board
Mr. Abdullulahi Hussein is the head of shariah compliant fund at CPF and also serves as the regional head, that manages the counties in the eastern and north eastern region that have predominantly Muslim majority. He has an MBA from Strathmore business school. He is AAOFI certified among other Islamic professional courses.
He has worked on a paper on Islamic finance and the pension industry. He wrote the first concept paper on establishing the fund at CPF that paved way for registration of the biggest shariah compliant pension fund in the country. (SALIH)
